INTEGRATION PROCESSES ON CIVIL SERVICE REFORM IN THE POST-SOVIET AREA

Annotation: The article studied the process of reforming the public service institution in Eurasian countries on the example of Russia, Belarus and Kazakhstan. On materials of statistical observations considered quantitative changes in national civil service, starting with the collapse of the unified Soviet system and ending the present stage.
The author tests the hypothesis that the relationship between the quantitative changes (e.g. number of public servants) in public service and the dynamics of macroeconomic indicators (employment in the economy). The lack of obvious connection between these parameters is a consequence of the lack of systematic planning in the civil service reform.
The research methodology is based on a combination of comparative legal analysis, historical retrospective method, normalization and scaling, structural-functional and system analysis.
The study of the structure of the civil serviceallows to draw conclusions about the general and specific trends in the civil service reform. Some figures were first calculated by the author. The work is intended to be the basis for a broad international research on the development of public service as a central mechanism for ensuring the implementation of integration policies in the post-Soviet space
