Annotation:		The article discusses the features of the legal regime of the Arctic reveals the concept of «Arctic states», shows the history of the acquisition of sovereignty over the «land belonging to no one» — «terra nullius». The notion of «Arctic sectors», shows the role of the United Nations Convention on the Law of the Sea, 1982 and its interpretation in relation to Russia.
