Annotation:		The author explores the contemporary roles and functions and public health agencies involved in the prevention of underage consumption of alcoholic beverages, intoxicants and narcotic drugs, psychotropic substances and their precursors, through the prism of historical development. Studied the theoretical and legal problems of health care facilities in this segment, in the conclusion of recommendations on optimization of activity in the feld of health care for the prevention of underage consumption of alcohol and drugs
