Annotation:		The author conducts comprehensive analysis of important rights and responsibilities of the peer priority chain link system of prevention of child neglect and administrative violations under the age of eighteenth - Commission on Juvenile and protect their rights. The conclusion about the need for early adoption and entry into force of the new Federal law, which will reflect the integrated unified law on the activities of the commissions for minors.
